Background of the Study

Military rule has been a significant part of Nigeria’s political history, with several military regimes dominating the political landscape in the country. Ilorin, the capital of Kwara State, has experienced the effects of military rule, particularly during Nigeria’s periods of military dictatorship. The military's control of political power has had long-lasting consequences on governance, political participation, and democratic consolidation (Adebanjo & Mohammed, 2024). This study will focus on the impact of military rule on the political structure of Ilorin LGA, examining how military regimes influenced local governance, political institutions, and the political behavior of citizens in the region.

1.2 Statement of the Problem

The legacy of military rule continues to shape political dynamics in Ilorin LGA, even in the era of democratic governance. Despite the return to civilian rule, the military's impact on local political structures, political party systems, and citizen engagement in politics remains significant. This study seeks to explore how military rule has affected the political landscape of Ilorin, particularly with regard to local governance and political participation.

1.3 Objectives of the Study

  1. To investigate the impact of military rule on local governance in Ilorin LGA.

  3. To evaluate the long-term implications of military rule for democratic consolidation and local political culture in Ilorin LGA.

1.6 Significance of the Study

This study will contribute to understanding the enduring effects of military rule on local political structures and democratic processes. By examining Ilorin LGA as a case study, the research will offer insights into how past military regimes have shaped contemporary governance and political behavior in Nigeria (Gafar & Ogunyemi, 2023).

1.7 Scope and Limitations of the Study

The study will focus on the impact of military rule on local governance in Ilorin LGA, Kwara State, particularly during Nigeria’s military dictatorships in the 1980s and 1990s. Limitations include potential challenges in accessing historical political records and the subjectivity of political opinions regarding the military era.

1.8 Operational Definition of Terms

  • Military Rule: A system of governance where the military holds political power, typically following a coup d'état, without the involvement of civilian authorities.

  • Local Governance: The administration of local government affairs, including the management of resources and implementation of public policies.

  • Democratic Consolidation: The process by which democracy becomes stable, deeply rooted, and resistant to backsliding into authoritarianism.
